The OSHA Outreach Training Program is a voluntary initiative established in 1971 to promote workplace safety and health through hazard recognition and worker education. RMCOEH Continuing Education is an OSHA-authorized Education Center that prepares qualified individuals to become Outreach Trainers through a train-the-trainer model.
As an authorized Outreach Trainer, you play a key role in fostering safer workplaces by educating workers on recognizing, avoiding, and preventing workplace hazards, as well as understanding their rights under the OSH Act. Trainers are authorized to deliver OSHA 10-hour training for entry-level workers and OSHA 30-hour training for workers with safety responsibilities. Both trainings emphasize proactive hazard identification and prevention rather than compliance with OSHA standards.
Become a Trainer
To become an authorized OSHA 10-hour and 30-hour Outreach Trainer in Construction or General Industry, you must meet the following qualifications:
Construction Industry Trainers
- Complete the OSHA 510 – Standards for the Construction Industry course within the last 7 years
- Have 5 years of safety experience in the construction industry, in a role overseeing the safety of others.
- A degree in Occupational Safety & Health may substitute for 2 years of experience.
- Submit the Prerequisite Verification Form at least 3 weeks prior to your Trainer Course start date to

- Copy of your OSHA 510 certificate
- Copy of your driver’s license
- Once approved, complete the OSHA 500 – Trainer Course for the Construction Industry.
General Industry Trainers
- Complete the OSHA 511 – Standards for General Industry course within the last 7 years.
- Have 5 years of safety experience in general industry, in a role overseeing the safety of others.
- A degree in Occupational Safety & Health may substitute for 2 years of experience.

Program Benefits:

Outreach Trainer Portal
The Outreach Trainer Portal is a tool for authorized trainers to manage their Outreach Training activities. Through the portal, trainers can:
- Submit class reports
- Issue student completion cards
- Maintain active trainer status
- Access Outreach Training guidance
My Outreach Trainer Card Expired - What’s Next?
OSHA does not offer a grace period for expired Outreach Trainer authorizations. If your trainer card has expired, you must submit a new Prerequisite Verification Form and retake the applicable Trainer Course (OSHA 500 or OSHA 501).
If more than seven years have passed since you completed the required standards course (OSHA 510 or OSHA 511), you must complete the standards course again before enrolling in the Trainer Course.
